Inconsistency on the position of the outside air dampers (OADs) from one unit to the other. On some units OADs appear to be 100% open and on others 100% closed while on others partially open. For example, AHU-3, RTU-1, RTU-2-RTU-13 - OADs are 100% open, while on RTU-8, the OADs are 100% closed ,while on RTU-9, they are less open when compared to RTU-1 and 2.
