Concern
Sprinkler within the elevator equipment room within custodial office discharged during winter break due to recent freezing weather.
IEQ Investigation Process

Identify deficiencies that may impact IEQ and/or sources of odor concerns. Typically includes the following depending on the nature of concern, but not limited to:

  • interview/questionnaire of concern individual(s)
  • inspection above drop ceiling (condition of roof deck, pipe insulation, return air plenum)
  • inspection of ventilation system (operation of variable air volume box and outdoor air dampers, check controls, measurements of carbon dioxide, temperature and relative humidity, sources near outdoor air intake, measure return and supply air volume, cleanliness of coils, liner and condensate pan)
  • inspection of exterior
  • inspection below drop ceiling (housekeeping, sink and floor drain traps, signs of past and present moisture concern via visual and/or moisture meter, mold growth, ensure connection of current and capping of abandoned sanitary vents, odorizers, excessive plants and fabric items, identify potential pathways, and measure volatile organic compounds, carbon monoxide, and lighting)
Findings

Dates of Assessment and Restoration:  December 26, 28, 29, 30, 2022 and January 1, 3, 6, 11, and 31, 2023

On December 25, Facilities responded to the above concern and extracted the water oil mixture.  The hydraulic oil was from the elevator equipment which was negatively impacted by the sprinkler discharge. Building Maintenance contacted a Board approved restoration contractor to assist with water extraction.

Impacted materials included carpeting, drywall walls, floor tile, and the base of wood casework.  Dehumidifiers and air movers were used to dry out impacted materials.  To assist with the drying process, vinyl cove base was removed from the base of drywall walls and wood casework.  Holes were cored into the wood base and air movers placed to force air into the holes.  One side of the drywall wall was removed along with any fiberglass wall insulation in order to dry the other side of the wall.  Carpet was extracted and dried then cleaned, at least twice, and then again after refinishing work.  Carpet cleaning also consisted of using degreasers to remove oil.  Over time, the oil staining appeared within the carpet, thus carpeting is scheduled to be replaced.  The slip resistant floor tile (textured) in the technology education fabrication rooms 122 and 127 required a few cleanings (restoration and custodial services) to remove oil residue that was causing a slick walking surface.  The plastic chair mats at Guidance reception desk and principal secretary office were to be discarded.

The above restoration work was performed over the timeline below:

On Monday, December 26th, Office of Environment visited the site to assess the conditions.   A walk through of impacted areas was performed along with the Assistant Manager of the Custodial Department.   The two restoration contractors were already on site.  One contractor was already working on removing the effected carpeting, drywall etc. The water was already extracted from the floor of hallways and other impacted areas by the custodial staff. The other contractor was waiting for his crew to show up.  The Assistant Manager of the Custodial Office said that she was going to stay with the contractors until they were done for the day.    

On December 28, Director of Facilities, restoration contractor, and the Office of Environment met to reassess the scope of work.  The restoration work continued, addressing impacted drywall, wood casework, and floor tile.  The work areas were prioritized and done in an order so not to track oil residue back into areas that were already cleaned.

On December 30, the restoration contractor indicated they were complete with the drying process.  The Office of Environment reviewed the work using moisture detecting equipment and determined the following areas needed attention:

Wood casework in administrative workroom, Guidance Office, Room 121, Room 127, and the school store.

Drywall in principal secretary office, parent volunteer room, first two offices in Guidance, Guidance Conference Room, and Records Room.

Flooring in Rooms 122 and 127 (slick floor tile) and damp carpet under plastic chair mats in principal secretary office and Guidance receptionist desk.

On January 1, it was identified that the drywall in the volunteer room had been missed.  The flooring in Rooms 122 and 127 was improved, but random slick spots still existed.

On January 6, the Office of Environment responded to an oil residual concern around the Guidance reception desk.  The plastic chair mat still existed and a test was performed by putting pressure on a white piece of paper placed on the carpet flooring to see if an oily foot print would form on the paper.  The white paper showed the shoe print indicating oil residue existed.  Area was to be recleaned and plastic chair mat discarded.

Custodial Services Office did an inspection of the impacted areas with the restoration contractor to address housekeeping items remaining from the refinishing work. 

On January 11, the additional carpet cleaning resulting from the January 6 meeting was executed by the restoration contractor.

On January 31, the school reported random oil staining on the impacted carpet had reappeared.  Building Maintenance has coordinated with the school for carpeting to be replaced during spring break (April 1 -10).

The above actions were completed to prevent the potential for microbiological mold growth.
