Inconsistency on the position of the outside air dampers (OADs) from one unit to the other. On some units, the OADs appear to be 100% open and on others 100% closed while on others partially open. For example: Venmar units OSA-2 and McQuay Unit #6 - OADs are 100% open. OSA-1, OSA-3, RTU-4 (York) and HRU-7 - OADs100% closed. AHU-(no tag number located next to AHU-11) not running but the OADs 100% open. This could cause coil to freeze up.
