Inconsistency on the position of the outside air dampers (OADs) from one unit to the other. On some units, the OADs appear to be 100% open and on others 100% closed; while on others they are partially open. For example, RTU-3 and RTU-4, OADs are 100% open, while RTU-2 is less open and RTU-1 almost 100% closed. OADs on all unit should be at minimum position based on the current outdoor air temperature.
RTU-3 and RTU-4 - The OADs stay 100% open even after the units are shut down. This could cause coil freeze up. Notified HVAC controls' personnel of this concern, while on site.

On all energy recovery units (ERUs), one set of filters are installed outside the unit casing with hood on top, exposed to outdoor weather elements (humidity, moisture and sun) and no bird screen. Building Maintenance should get custom screens made and install them to protect the filters. Also, recommend to replace these set of filters every three months.
On all ERUs filters installed outside the unit casing are very dirty.
