Concern
Black specks dropping from the ceiling fan, covering half of the room. Not sure if they are debris, crust from the ventilation, or mold? They are dropping constantly and all over staff desks and materials.


IEQ Investigation Process

Identify deficiencies that may impact IEQ and/or sources of odor concerns. Typically includes the following depending on the nature of concern, but not limited to:

  • interview/questionnaire of concern individual(s)
  • inspection above drop ceiling (condition of roof deck, pipe insulation, return air plenum)
  • inspection of ventilation system (operation of variable air volume box and outdoor air dampers, check controls, measurements of carbon dioxide, temperature and relative humidity, sources near outdoor air intake, measure return and supply air volume, cleanliness of coils, liner and condensate pan)
  • inspection of exterior
  • inspection below drop ceiling (housekeeping, sink and floor drain traps, signs of past and present moisture concern via visual and/or moisture meter, mold growth, ensure connection of current and capping of abandoned sanitary vents, odorizers, excessive plants and fabric items, identify potential pathways, and measure volatile organic compounds, carbon monoxide, and lighting)
Findings

The debris had already been cleaned up prior to the Office of the Environment arriving. 

The Heating Ventilation and Air Conditioning (HVAC) unit that serves the space (RTU-7) was assessed.

Deteriorating black foam pipe insulation was observed in the unit. The foam insulation was damaged and very dry. Black particulate similar to the picture submitted is easily removed from the insulation by touching it. 

This particulate likely settles while the unit is off and is likely disturbed and distributed into occupied areas when the unit turns on. 

Note, the deteriorated black foam insulation referenced is not asbestos-containing. 

The deposition of the particulate likely occurs prior to staff arriving when the HVAC system turns on.

Due to the large particle size observed, the timing of when the particulate is dispersed (prior to staff arrival), this concern represents a housekeeping issue.

Corrective Actions
April 24th, 2025

The Office of the Environment requested "cheesecloth" be placed over the supply diffuser in the space to act as a filter until Building Maintenance (HVAC) can replaced the damaged foam insulation. After the insulation is replaced, the interior of the unit is to be cleaned. 

Building Maintenance also cleaned the ductwork within the unit (June 2025).
