Concern
Individual has come home on several occasions from school with redness/swelling under his eyes. Looks similar to an allergic reaction. Each time it happens, he’s becoming very irritable and not himself.
IEQ Investigation Process

Identify deficiencies that may impact IEQ and/or sources of odor concerns. Typically includes the following depending on the nature of concern, but not limited to:

  • interview/questionnaire of concern individual(s)
  • inspection above drop ceiling (condition of roof deck, pipe insulation, return air plenum)
  • inspection of ventilation system (operation of variable air volume box and outdoor air dampers, check controls, measurements of carbon dioxide, temperature and relative humidity, sources near outdoor air intake, measure return and supply air volume, cleanliness of coils, liner and condensate pan)
  • inspection of exterior
  • inspection below drop ceiling (housekeeping, sink and floor drain traps, signs of past and present moisture concern via visual and/or moisture meter, mold growth, ensure connection of current and capping of abandoned sanitary vents, odorizers, excessive plants and fabric items, identify potential pathways, and measure volatile organic compounds, carbon monoxide, and lighting)
Findings

Date of Assessment(s): January 8, 2020

Room D157

The room contains block walls, some drywall, floor tile, and a drop-ceiling.

The temperature (68.2 degrees Fahrenheit), carbon dioxide (627 parts per million (ppm)) and carbon monoxide (0.0 ppm) were acceptable.

Relative humidity (26.2%) would be considered low, however this is typical for HCPSS schools in the winter as the ventilation system does not humidify air before introducing it to occupied spaces. Humidification can introduce clinical health conditions such as humidifier fever.

No odors or mold growth was identified.

The drywall and casework (including under the rooms sink) were probed with a moisture meter. No elevated moisture was detected.

The room was screened with a thermal infrared camera. No thermal anomalies indicative of moisture intrusion were identified.

The area rug within the space was also probed with a moisture meter. No elevated moisture was detected.

Areas above the drop-ceiling were observed. No concerns were identified above the room's ceiling.

Dust was observed on the tops of some shelves (upper cabinets).

Various household cleaners (pledge, Clorox, vinegar, "Spic&Span", bleach, etc.) were observed underneath the sink.

O/T Room

The room contains drywall, floor tile, and a drop-ceiling.

The temperature (69.1 degrees Fahrenheit), carbon dioxide (631 parts per million (ppm)) and carbon monoxide (0.0 ppm).

Relative humidity (24.9%) would be considered low, however this is typical for HCPSS schools in the winter as the ventilation system does not humidify air before introducing it to occupied spaces. Humidification can introduce clinical health conditions such as humidifier fever.

The room contains several mats, a plastic playhouse and a ball pit. The teacher reported that the mats and playhouse are cleaned weekly and the balls in the ball pit are cleaned a few times a year. No concerns were identified with the cleanliness of the materials in the room.

Dust was observed on the tops of some shelves (upper cabinets).

No odors or mold growth was identified.

One stained ceiling tile was observed within the room.

No concerns were identified above the room's drop-ceiling.

The room was screened with a thermal infrared camera. No thermal anomalies indicative of moisture intrusion were identified.

No elevated moisture was detected within the drywall.

Roof Top Unit-1

The rooms' are served by a Roof Top Unit (RTU-1). The interior of the unit was clean, the filters, coils, and drain pan were in good condition, and the outside air dampers were open. No concerns were identified.

Corrective Actions
January 9th, 2020

Custodial services is to clean the tops of the elevated cabinets in both rooms.

January 9th, 2020

There are various cleaning supplies under the sink in room D157 that were not provided by HCPSS. The Office of the Environment recommends that these items be removed as they may contain chemicals that could potentially lead to irritation to sensitive individuals.

January 14th, 2020

Administration is to insure a work order is placed for the stained ceiling tile in the O/T room. Once Building Services corrects the leak, the ceiling tile is to be replaced.
