IEQ Investigation Process

Identify deficiencies that may impact IEQ and/or sources of odor concerns. Typically includes the following depending on the nature of concern, but not limited to:

  • interview/questionnaire of concern individual(s)
  • inspection above drop ceiling (condition of roof deck, pipe insulation, return air plenum)
  • inspection of ventilation system (operation of variable air volume box and outdoor air dampers, check controls, measurements of carbon dioxide, temperature and relative humidity, sources near outdoor air intake, measure return and supply air volume, cleanliness of coils, liner and condensate pan)
  • inspection of exterior
  • inspection below drop ceiling (housekeeping, sink and floor drain traps, signs of past and present moisture concern via visual and/or moisture meter, mold growth, ensure connection of current and capping of abandoned sanitary vents, odorizers, excessive plants and fabric items, identify potential pathways, and measure volatile organic compounds, carbon monoxide, and lighting)
Findings

Date of Assessment: October 2, 2026

During the assessment, a brown, greasy substance was observed on the wall above and adjacent to the bulletin board. The substance did not have a mold-like odor or visual characteristics typically associated with mold growth.

The bulletin board was removed to inspect the surfaces behind it. No visible evidence of mold growth or the brown, greasy substance was observed on the drywall behind the bulletin board or on the back of the bulletin board.

The drywall was assessed using a moisture meter, and no elevated moisture levels were detected at the time of the assessment. Additionally, no visible evidence of water intrusion was observed in the vicinity of the bulletin board.

Earlier in 2026, the building automation system (BAS) was found not to be providing air conditioning to the data clerk's office and other front office areas. The issue has since been corrected.

Based on the observations, the brown substance may be consistent with paint surfactant leaching, a phenomenon in which water-soluble components of paint migrate to the surface under conditions of elevated temperature and relative humidity. The temporary loss of air conditioning may have contributed to these conditions.

Corrective Actions
October 2nd, 2026

The Office of the Environment cleaned discolored areas with a disinfectant.

October 5th, 2026

Building Services (Roofing) did not identify moisture intrusion pathways associated with the roofing.
