Identify deficiencies that may impact IEQ and/or sources of odor concerns. Typically includes the following depending on the nature of concern, but not limited to:
- interview/questionnaire of concern individual(s)
- inspection above drop ceiling (condition of roof deck, pipe insulation, return air plenum)
- inspection of ventilation system (operation of variable air volume box and outdoor air dampers, check controls, measurements of carbon dioxide, temperature and relative humidity, sources near outdoor air intake, measure return and supply air volume, cleanliness of coils, liner and condensate pan)
- inspection of exterior
- inspection below drop ceiling (housekeeping, sink and floor drain traps, signs of past and present moisture concern via visual and/or moisture meter, mold growth, ensure connection of current and capping of abandoned sanitary vents, odorizers, excessive plants and fabric items, identify potential pathways, and measure volatile organic compounds, carbon monoxide, and lighting)

Food and Nutrition staff reported that the compressor associated with the walk-in freezer failed and was not discovered until approximately a week later when a malodor was observed. Staff reportedly discarded items located within the freezer and cleaned the freezer with bleach. Odor was reported to still be present after cleaning.
The Office of the Environment observed a malodor associated with walk-in freezer originating from insulation on the condensate drain line and a residue present on the condensate line.
The following corrective actions were performed in conjunction with the IEQ Concern.
A board approved restoration contractor removed the insulation associated with the drain line. The restoration contractor cleaned and disinfected ceilings, walls, pipes, and floors in the freezer.
Food and Nutrition staff had a refrigeration technician clean coils, drain pan, lines, and interior components.
A board approved restoration contractor utilized an ozone generator within the walk-in freezer.
No malodors were observed by contractors and custodial staff after ozone treatment was completed.
An odor was reported on August 31, 2026.
The Office of the Environment met with the Howard County Department of Health for assessment.
An odor was observed at the time of assessment but, it was related to new insulation that was installed.
The Department of Health recommended that deodorizers be placed in the walk-in freezer until new insulation completes off-gassing. Department of Health stated that freezer can return back to service.
