I am submitting this IEQ request as a result of on-going work by pest control, building services, and other departments to remediate some of the issues that have been presented in this space over the course of the past years. I would appreciate a comprehensive review of this portable by the IEQ team, a review of previous work orders to understand the issues that our HCPSS colleagues have been working on, and any recommendations on how to limit the concerns that have been presented by staff over the years.
IEQ Investigation Process

Identify deficiencies that may impact IEQ and/or sources of odor concerns. Typically includes the following depending on the nature of concern, but not limited to:

  • interview/questionnaire of concern individual(s)
  • inspection above drop ceiling (condition of roof deck, pipe insulation, return air plenum)
  • inspection of ventilation system (operation of variable air volume box and outdoor air dampers, check controls, measurements of carbon dioxide, temperature and relative humidity, sources near outdoor air intake, measure return and supply air volume, cleanliness of coils, liner and condensate pan)
  • inspection of exterior
  • inspection below drop ceiling (housekeeping, sink and floor drain traps, signs of past and present moisture concern via visual and/or moisture meter, mold growth, ensure connection of current and capping of abandoned sanitary vents, odorizers, excessive plants and fabric items, identify potential pathways, and measure volatile organic compounds, carbon monoxide, and lighting)
Findings

Date(s) of Assessment: January 10, 2023

Fungal growth (mushrooms) were observed between two carpet squares and between the carpet and exterior wall near the entry door of the portable. 

Elevated moisture was detected in a section of drywall near the floor (to the left of the front door when viewing from the inside). 

Elevated moisture was detected in the wooden subfloor near the entry door. This entryway is also carpeted. Elevated moisture was not detected in the carpet. 

A section of drywall was removed in the location where elevated moisture identified. The wall cavity was assessed for elevated moisture and visible mold growth. No mold growth or elevated moisture was detected in association with the studs in the wall cavity. No mold growth was observed within the wall cavity, to include on the backside of the drywall that was removed for access. 

"Daylight" was observed when viewing into the wall cavity, indicating a potential issue with the skirt flashing. 

The exterior of the portable was assessed in the area in question, a penetration is visible and appears to be associated with a former screw hole.

The Office of the Environment understands that this has been an on-going issue. Previous responses by Building Maintenance include:

  • Sealing/patching penetrations.
  • Extending the gutters downspout.
  • Reconfiguring metal drip edge/"J" Channel
  • Assessed door and found it not to be leaking.

Based on the moisture measurements, it appears moisture is getting into the skirting and traveling to the corner of the portable where the front door is located. The sub-floor is likely wicking up the moisture from the underside. 

Corrective Actions

Visible fungal growth was physically removed, to include areas underneath the carpet squares.

The Office of the Environment met with Building Maintenance onsite. Due to the location of the "boardwalk" entry ramp which adjoins the portable in the area in question, the boardwalk will need to be removed so that exploratory demolition can occur. This will need to occur during and extended break and is planned for Spring Break. It is anticipated that Building Maintenance will be able to trace and correct the origin of the leak upon removal of the portables siding. 

Impacted building materials including drywall, the subfloor, and carpets will be replaced at this time. No visible mold growth or moldy/musty odors were identified in the area. If an odor does occur prior to removal, please alert the Office of the Environment.
